The West does not object to Russian exports. The West objects to Russia making money from its exports. Approximately one third of the 2021 Russian budget was from oil/natural gas exports, so it’s necessary to target that. But sanctioning food/fertilizer would cause a global famine, and sanctioning nuclear would make the energy crunch even worse.
