there is a section call tax or gst when buying stuff oversea and this charge is not cheap. Is that the same thing with custom clearance?

I ship from malaysian to mexico on 31 october 2023 using fedex. Now the tracking shows “clearance delay-import-In clearance process” since 3 november 2023. Its everything okay ? Will my buyer receive the package ? I m just concern the package will return to me and i have to paid very expensive cost for the shipping. I m ask buyer to contact the fedex local around queretaro mexico. They said that no action is required for the moment. This is first time happen to me. Before this i m always using fedex and its okay for me.
