Starting a clock divider

But...his is inverting...and that seems less than ideal. He had referenced another design though and someone else on the LMNK forum's built the other design as well, so I figured I'd try this one since it specifically says it's not inverting:

But...either I'm confused or misunderstanding something because it does seem to be inverting. I'm probably just confused. I mean...in the video I say it's wired for a 1:4 division but it's actually at 1:8 so obviously I'm at least a LITTLE confused :D

The breadboard at least proves that the circuit seems to work with 2N2904 resistors instead of BC550C's so I'll go ahead and make a panel for it and build the whole thing and see if it makes more sense when all of the outputs are running I can visualize the pattern better.
