In 1895, the construction of a partial reproduction of the Heian-kyō Heian Palace (former Kyoto) was decided on the occasion of the 1100th anniversary of the creation of Heian-kyō, former name of Kyoto. The industrial exhibition, of which this replica was to be the main monument, was held in Kyoto this year. However, due to the inability to acquire enough land where the Heian Palace stood before, the building was built in Okazaki on a scale of 5/8 of the original. Heian-jingū was built on the plans of architect Itō Chūta.
