If law abiding citizens exercising their rights bait you to the point of violating both your own policies and the laws that govern, then perhaps the issue isn't the person filming the police, but the police themselves.

You can’t be “baited” into violating someone’s rights if you know and follow the law. Police officers need to be better trained.

"police say it's baiting" Are police "baiting" when a female officer poses as a prostitute to arrest John's? The answer is no! She did not make the John act in any way, he did that of his own free will. How about a "bait car" ? Wouldn't that be considered "baiting" the word "bait" is right in the name. But that car does not make someone steal it, They choose to steal it. So if "baiting" is wrong, Why do police do it?
