When we mix colour with activator, immediately , we shouldn't directly apply on hair, during this process chemical reactions happens . Therefore after mixing colour with activator we should wait atleast for 15 to 20 minutes

you don't shampoo the hair first you apply the colour first then shampoo. it's in the manufacturing booklet
