Please check out the music video for Tokyo Calling to get a better understanding of the song. The chant-like delivery is deliberate because they really want to drive home their critique of modern Japanese society. The music video also has an awesome reference to Godzilla. I also love how the song references London Calling by The Clash, both lyrically and musically.

The uniforms you called out are Civil Defence. The Tokyo Calling MV is themed around kaiju, with the band members playing the kaiju, a Civil Defence unit as well as some random citizens. It's really about social ills affecting Japanese society, including poor work culture.

And the song they produced with Money Mark was Pineapple Kryptonite.

At the end, they're chanting "we are marching." It's the song's call to the people to wake up from their stupor and to carve a better future.

There's tons o' footage (fan and official) from Coachella where they had two nights of performance, and those show a wide range of their music but even more, it shows the total rave atmosphere their shows have. Their official videos of Toryanse, Giri Giri, Otona Blue are all over the map style wise, but consistent in the absolute tight choreography. The thing that I am so impressed with this is the reception they have for a completely original performance concept. They are selling out huge shows in big venues.

The ladies have been performers pretty all their lives. They were child models, even child runway fashion models. Then dance, vocals training and working as backup singer/dancers. They performed at Coachella, 1st night good crowd, 2nd night big crowd, they killed it. AND they had part of the USC Marching Band as the backing band.
They have successful toured the US and Europe. With most sold-out.

'Seishun Wo Kirisaku Hado' might give you a better idea of their overall vocal abilities. There is an official MV, as well as two "choreography" videos (each of them done in one take).

I really like their song Giri Giri because it’s really fun and catchy with interesting choreography. Maybe give that MV a try.

Good stuff! The MV might give you a better idea about the song. If you have ever watched the old school Godzilla movies, the uniforms should look familiar. They can all sing quite well. Suzuka, tall and wears fake glasses, generally does the most singing. I know Mizyu-copter has at least one lead song, maybe more. Forever Sisters is my favorite song off their latest EP. It is more singing than spoken word type stuff. Plus it is just a feel good song.

Song by song on the leads. You should look at the Hanako MV. Suzuka the tall one is their MC and mostly the lead singer, Rin is the rapper.

Before Money Mark their sounds/musics are different. Not poppy-ish, electric-ish. A bit hard. Anyway I watched them live thrice, once in Tokyo, twice in The Philippines. Exiciting, Hilarious, Fun and Bad Ass.
