I’ve got some interesting ideas:

1: Swap the Maggie torso with the Minecraft Villager torso and flip it backwards

2: Add a Ninjago Serpentine tail between the torso and the Lord Buisness legs, as it does have a leg connection

3: Stacking waist accessories. Maybe add a Batman utility belt and an Avatar tail?

4: Put the Pirate Hat on the stud atop Poppy’s hair

Apparently you can stack garnedon torsos infinitely if you alternate them by rotating them 180°

You should use the hat of cooper from trolls, and put in road runner feather. The hat is taller that the pirate hat, and can fit on poppy's hair.

For the villager, If you put a normal neck accessory, and the end nutcracker neck accessory, it will not be illegal.

If you want to get into some real shenanigans: The new Metal Sonic head from set 77002 has two neck holes. One on the bottom and one on the back. So you could just try to build another torso and legs from the back hole up (if you can turn it 90 degrees with maybe piece 42446, as it should count as a Minifigure piece) and practically double the height of the Minifigure.

In the shrimp shack Lego set (Lego hidden side) there is a torso that can be added on top of a normal Lego torso and it’s not identical to any of the extra torsos you already have. Hope this helps

Edit: this extra torso (because it has the armour bit on the back, not front) will let you then use the villager torso and add accessories to the bottom of it

Snake legs can be placed on minifigure legs and they connect perfectly

1: Add the old school quiver neck accessory to Maggy’s neck so it sits under the First Garmadon torso it shouldn’t stick up far enough to obstruct the second Garmadon torso’s connection. If it does use a neck bracelet with a stud on the back that definitely wouldn’t obstruct.

2: Add a Ninjago Serpentine tail between the Maggy torso and the Lord Buisness legs, as it does have a leg connection

3: A hollow one by one round stud has been used as a pony tail holder for many mini figures including Daddy No legs from Ninjago and the Orc from the Collectable Mini figure series 24 I believe this makes it eligible to use ONE single copy of this piece as a mini figure accessory piece so put that on Poppy’s hair stud to allow space for the Pirate Hat on the stud atop Poppy's hair

4: Lego has also stacked a head on a head For the PoulErik Mini figure from Ninjago I would say this give you permission to do it a single time aswell so that would add a whole heads hight for something LEGO themselves have done. And if LEGO can do it in an official set that tells me it’s fair game for you!

Flip the villager torso around, and move the ghost neck on top of Garmadon's torso, but beneath the brown coat torso.

Edit, I took a closer look, and I don't think a different placement with the ghost neck will work anymore, but I still have faith in the backwards villager torso plan.

IDEA: in a new marvel iron man mech theres a Ultron minifigure and he has a neck accessory. Remove the darth vader neck thing and add that.

Theirs a Lego Hiden side double torso piece And it has the armor on the back, and a garmadon pajama tourso. So you can use one of those and swap the Maggie tourso out with the villager.
Theirs also a waist piece from The hiden side sets but it turns the tourso to the right which may cause some balance issues

Swap the normal legs for legs from Woody, the Avatar characters or Dr. Robotnik.

If you turn the villager torso backwards it would be able to fit properly while still giving you space for more waist accessories. Don't know if that breaks the rules for this, but it's a possible solution
