Pennsylvania is apparently counting votes that were postmarked on Election Day and received within three days. However, Pennsylvania law requires that ballots be received no later than 8:00 pm on Election Day and Trump is suing to stop the state from counting votes based on the postmark. If the state mixed timely and untimely ballots together, then it runs the risk of having them all declared invalid.
