So .rsc files aren't only for server side components but also fo client side components right?

Hi there, thank you for the amazing video! I have a question on the Static Rendering to clarify...

In the earlier video on RSC rendering lifecycle, it was mentioned initial rendering will return rsc file to client to 'progressive render ui'.

However when entering index page (or refreshing dashboard page), why is the rsc file not returned by server for the above step? I am quite confused - does it mean the whole UI, regardless of client component or server component gets generated in server already?
