If Elitzur had written 'in some cases may have' instead of 'plays', he could have given himself some wiggle room. He went too far, no response is necessary. The way he wrote it, 'physical processes' wouldn't have been possible in the early universe since there was no consciousness existing to 'direct' it. Or for that matter, on the far side of the Moon which there is no awareness of it. The rest of it is at least arguable on some level.
