cool idea, middling execution. my feedback on how to improve the game:

1) when using an "action" card, there should be some animation to highlight which tiles were affected, and a pop-up number that fades to show how much you gained
2) an indicator of how many upgrades the building has achieved/max and permanent upgrades that have been applied
3) an indicator/highlight on which buildings get impacted by the random red events
4) fix the wheel size, it breaks after awhile and you can't tell which turn you're on
5) terrain could have more varied impact
6) more complexity in building
