In your example, where the money will be deducted from?

If there is a case that a Network operator be a partner with a bank for top-up payment, with an USSD agency as the brokerage, I wonder where the business logic will be located?
Is the service code dedicated for the bank only? or is it is commonly used for others payment institution also?
