Perhaps a 'Terms and conditions' section that you have to agree to in order to proceed further. Also, be sure to put in there that you will not process refunds for customised/opened orders. Put 2 stickers across either side of the bucket rim so that you will know if it has been opened.

You're not wrong, it's by weight, and it's actually up to the customer to look that up before purchasing.
Here in Sweden we buy candy by weight and mix it in a paperbag, and we all know this, we pay after what it weighs.

Make a compulsory check box part of the order form with a short but clearly worded statememt like "We sell by WEIGHT not by VOLUME. Checj this box to show that you understand that this means that your bucket may not look full but we promise it will contain 5kg of sweets." And two photos, one of 5kg of msrshmallow, one of 5kg of fudge. Have the firm auto send to customer when they order.

Take a photo of the order on the scale (lid off) before it gets sealed and sent, making a note of which order it is. When somebody inevitably complains send them their pic. Or if the carrier you use records exact parcel weight use that.

What you should do is send an email to them with a picture of the tub on the scale showing how much it weighs along with the message that it is SOLD by WEIGHT. Then if they insist on a refund because it’s not “full” refuse the refund. They were told ahead of time and provided proof that their bucket weighed what they ordered
