I was unaware when I posted this but you can't get this before doing the questline where you talk to Katheryne, so if you can't get it that is likely the reason why.

How are u not taking any storm damage? Is there a way to remove the storm effect zone or something like what am I missing here ?

I tried it once, and now it won’t let me go through that door thing that makes you like go flying cause I already tried it once, and now no matter what I wanna do it again
