Actually, Rush's origin is from that smiley face, however, the face is from an Analog Horror ARG which shows that smiley face with some kinda scary text every time, however, more specifically, from Tape 8, in which it shows the face with some text that says "Something Bad Is Going To Happen"

The smiley that is rush's original design is actually from a 1 minute long video simply titled "Something bad will happen soon."
The video is just the smiley and the text "Something bad will happen soon." At the end, a Jumpscare plays where the background suddenly turns black, and some symbols, I think an eye is there, flash across the screen. I don't know how they edited it to make rush look like how he is today.

you forgot that in the design they basically grabbed the hidden trollface from find the trollfaces and stretched it like the smiley face

This is not the case, Rush's origin is from the Analog Horror ARG with shows Smiley, in one of the videos Smiley is seen with a somewhat creepy smile above the text "Something bad will happen soon" which can be found easily searching "Smiley 7" on the search bar and go all the way to the end of the video.

I also think a bit from "smiley 7" at around 0:15 is the origin of at least a portion of rush's sound
