I have an other theory... the big shadows can all negate the effect of the dark hours.
We saw it with High priestesses and the train (who wasn't supposed to work), we saw it with the hermit and the electric power, Justice & Chariot with the doors leading to the mines, and with Nix Avatar and the coffins. So if we see water working normally in the love hotel, I think it is sue to the presence of either the Hierophan or the Lover.

There’s a simple explanation. The shadow negated the effects of the dark hour. That’s why the bathroom’s lights work normally, the scenery isn’t green, and the water works normally and is normal color.

The Full Moon Shadows can make things run normally like how the train worked during the Priestess mission, and they can pull people out of the coffin during the Dark Hour.

I played Persona 5 Royal and Persona 4 Golden before this so when I got to this scene all I was thinking was:

TBH that scene would be something else if Yukari was soaked in blood. After the Shadow's hypnosis breaks, she realizing that she's naked and covered in blood from head to toe would be... Well, quite a shock, for starters.

It could be that only water outdoors turns red, or water exposed to the green moonlight, or water exposed to the air for too long. Maybe only cold water turns red. Maybe the water in the shower is red but only slightly so it appears colorless in small amounts (much like how water is normally slightly blue).

The possible explanations are endless really.

Also the monorail still works during the Dark Hour. At least it runs when a shadow turns it on. A shadow being able to make things in the Dark Hour work like they do other times is another possible explanation for the normal shower water.

In Reload, in the golden block of Tartarus, there’s small waterfalls flowing down from the ceiling on some tiles. So that’s another case that doesn’t make sense either. I guess maybe Shadows can change the blood into water if they want? And they decided to use some for Tartarus decoration too?

i dont remember water turning into a different color being directly adressed in the game so i always thought that it was more of a stylistic decision than anything actually serious

Yeah i always thought it was implied she wasnt actually taking a shower.

She also sees the bathroom in normal colors even though the whole world is substancially darker/greener in the dark hour, not just by the moon's green color reflection, its like there was a filter in real life for them (and this applies to the world OUTSIDE of the dark hour near the end of reload).

This is probably the only moment in the whole game where the lights are "normal" during the dark hour, after all.

It maybe because the ability of the bosses to controll the surrounding. just like the train part, it is supposed to stop, but it can turn on. Just like mitsuru said, if the train crash each other during dark hour, it will make a paradox since dark hour is hidden hour at midnight and everyone should've in the coffin.

Because its an attempt by the shadow to manipulate and control them. Just like how the Priestess shadow causes the train to move even though it shouldn't work during the dark hour. The major arcana Shadows can break the rules of the Dark Hour.
