This is exactly why there are SO MANY chatbot apps appearing now. OpenAI aren’t ranking billions upon billions of text responses themselves, they don’t have anywhere near the number of staff, so they’ve outsourced it to the public.

That is the process however I don’t believe they’re paying a team of people to do this. That’s the whole reason why it’s free right now and you can rate the responses the model gives. it’s like how Google trained its object recognition AI using images from those I’m not a robot tests

This is completely wrong. You can download open source versions of the same tech and feed it large amount of data and train your own AI without having a single human to “rank” anything at all.
