Those plastic bags have a serrated edge. That is designed to be taken as a starting point for tearing it open. Just ignore if you do know this. But from the vid it looks as if that technique is unknown to you. Sometimes the serration is not done well and it won't work. Are there special instructions by the military how far you can travel? I am not aware of anything like that by the German government(s). Just keep social distance and wear masks inside businesses and where you might get close to other people.

I wonder whether you could have used your Googke app on the phone to translate the text on the menue to English?
