Chlorine gas as been used before by ISIS / DASH in 2015 against Iraqi and Kurdish forces. There is a non-zero chance of Chlorine gas being used by Hamas / Quassam.

I once was part of a DARPA project to brainstorm weapons that could be created out of unexpected, common, and seemingly innocuous items (not classified, it was a SBIR program), and I'm reminded of that because of how easy chlorine gas is to make. My contribution by the way was modified fly wheels (machined to be brittle, lead, or have inconsistencies) as a non-chemical alternative to a small explosive. Fly wheels are used in toys as well as machinery.

I do not dispute some of the facts in the video, except the fact about the Clorine in the pool. The pool water and Clorine will evaporate when in sunlight therefore there is "Air" in and around the pool that contains Clorine gas when the concentration of Clorine is higher in the pool. That is why your headaches have a higher chance to be from it when swimming or sunbathing at a pool.
