What is going on at the old Water Works Restaurant?

The hotel is very nice. The downstairs restaurant is just ok. Really nothing special. The upstairs restaurant is very nice looking but very loud and people going to the outside bar walk right through the restaurant. A very special dinner was ruined because of it.
