I happens because the lighter/less dense liquid (The one with the least amount of sugar) will float on top of each other because they are lighter and an object that is less dense than water or the liquid below it will float,

this process it repeated and you dyed all the mixes so if you pile them correctly you can have a water rainbow

You have to put in slowly or eles it will mix, sugar water will mix very easily since it is both water

but if you had Engine Oil and water it will work better cause the water can't mix with the oil so you will always have a perfect layered glass of liquid

It would be even more interesting if it was possible to see the less dense water bubble up to the top, with it not already at the top to begin with. Unfortunately, in this case, the water would end up mixing together, and we would lose the effect.
