A more plausible explanation is that they were designed separately but merged into one evolution line so the dragon type could be more rare.

Gyarados is based off the koi legend. The koi would swim up the waterfall then turn into a dragon. Dratini is based off of serpent dragons of eastern culture. It evolves into the western dragon Dragonite.

Well... There is a phenomenon in the Pokémon world where a Pokémon can infect another to get a unique evolution.

There are only a few pokemon who do this, and the mutation is rare. Only Magikarp and Venonat are known to do this with most of them being infected...

Dragonair when infected by a Magikarp (Magikarp seek out Dragonair im the oceans) they burrow inside the Dragonair. When evolving it creates a hybrid AKA dragonite.

Venonat does the same to Metapod, resulting in Butterfree.
