The Constitutional power to pardon for "offenses against the United States" assumes that the offense in question has been charged. These preemptive pardons are unconstitutional and invalid.

There is no such thing as a "preemptive pardon". A pardon can only be issued AFTER a guilty verdict has been rendered. This is a gross abuse of power.

The supreme court has already ruled that the acceptance of a pardon carries with it the admission of guilt. The pardons are invalid otherwise
