Directly condemning a specific government policy is not Partisan nor is it biased .
Gary Linker has not breached any rules on impartiality .

BBC management is in breach of the impartiality rules.
They are being partial to the elected government.

Lineker's tweet was a fair criticism and part of public discourse.
Nothing in his tweet indicated his political preference or bias. Privately, he might even be a supporter of the government and due to the complete impartiality of his tweet, you would not know it.

Scrap the licence fee!! Annual tax for owning a telly??? When we are already expensive broadband, sky, netflix, Amazon, pay per view etc trying to find something OTHER than Football, Cricket, Tennis, Rugby, SPORT ?? It goes on for weeks at times, on BBC1 only to be continued on BBC2!!
Scrap the fee they won't have to adhere to the impartiality constraints giving a free press and journalism.

No more MOTD means BBC will stop a sporting coverage for domestic and international. This includes, but not limited to:
1.Rugby Union.
2.Rugby League.
3.Tennis.
4.Cricket.
5.Athletics.
6.Multisports like Olympics and Commonwealth Games.

Lineker a refugee my a**. BBC stopped being impartial years ago so from that perspective he should be allowed to say what he wants. From the perspective of truth (something the BBC knows very little about) he is just speaking out his ass and conveniently ignoring anything that doesn't fit his or the BBC's narrative. This includes his most recent attempt to remove football from the nation of Israel. I cannot deny he was an excellent footballer however.
