On Thursday, the IDF released the scathing findings of its probe into the military failures that led up to and accompanied the massacre of October 7, 2023.

According to those findings, the military vastly underestimated Hamas’s capabilities, misread its intentions, and failed to mount an effective response to the mass invasion of Israel’s borders. The IDF’s probe into its own failures reveals both the extent to which warnings went ignored, and the extent to which so many communities in Southern Israel were forced to fend for themselves.

While some of these findings come as no surprise, they are still shocking and devastating to process. We spoke with two of Israel’s leading national security journalists to walk through the key points of the findings.

Amos Harel is the Defense Analyst at Haaretz, and Nadav Eyal is a Senior Political Analyst at Yediot Achronot.

The begin I need to establish a base line. I’ve served (as an officer) in both the IDF and in the Finnish army. Since my introduction the IDF I always had had a grudge for how things were handled. I always had a problem with the overestimation of intelligence community in Israel, which, by the way, is among the best if not the best in the world. Similarly, the investigation is now almost totally concentration on the intelligence, which will lead to all the wrong conclusions.

In a down to reality army, the army is always prepared to the all the options. Especially to the options when intelligence fails. For instance determining areas of artillery targets for immediate artillery fire if anything happens. It really doesn’t take too many artillery pieces to control that entire border to Gaza, especially if you combine artillery and 120mm mortars. It is a very lax approach to have that requirement fully operational in 30-60 minutes with quite a limited manpower requirements. Furthermore, the air force should be involved within the same timeline.

So the major problem here is not the intelligence at all. The real problem is that the army had no plans whatsoever for the situation for intelligence “failure”. The rest of the IDF should be utterly busy in dealing with situations and prepare for action where intelligence gets it wrong. So, for me, the intelligence can always get it wrong. Axiomatically! The question is, are you ready for that situation!

And now the same mechanism and the same politicians are doing the same thing about Egypt. All the red lights are blinking, and they are saying, "no, everything is ok". When you have the same boss for +10 years, attitudes tend to set like cement... The minister of defense is gone, the chief of staff is gone, the Military Intelligence Director is gone, but the attitude has not changed. Even if they all go and the same boss stays, things will stay the same.
