when you're fighting Radagon he's actually dead, just like Marika. That's why he's weak. As you can see during the fight, his body's literally broken, and the missing part is replaced with some sort of "black smoke", the same the Elden Beast is made of. When you defeat Radagon, his body falls to the ground and the "smoke" comes out of it, spreading on the floor. Then the Elden Beast comes out from it/generates from it. In other words, during the final battle your fighting the Beast the whole time, since the beginning of the fight
