Theory:
Budgey killed ghosty when he(or she) was still alive, and my reason for this is because Ghosty was actually the captain in the boat but Budgey wanted to be the captain so She killed Ghosty and stole Ghosty's sword and lied about how Ghosty died. This might explain the note where the crew members couldn't decide which one was real. and after this Ghosty wanted to get revenge so then Ghosty went back to the boat and he(or she) started haunting the boat.
