Hi Greg, That is a valid point for this workflow. I think the other option, at the moment, is to go down the H5P as a Service (H5P.com) which is in beta as they use LTI to integrate content into your LMS and even support content URLs as direct LTI links and do LTI embedding without Content Item Message. So this workflow would mean attaching/linking/embedding Content Types into each course as required.
