I don’t know much about running, but the first ref certainly seem to have the best form

I work as a doctor of physical therapy and the most impressive one to me is definitely the first ref. Normally when you can properly bend your knees you are relying a ton on the spring like capabilities of the Achilles’ tendon. He has shifted away from this and is instead loading his hamstrings and glutes in a huge way to generate a speed similar to that of the player. He does it by keeping his knees straight and relying on a ton of hip motion. At that assumed age, he has to have some insanely strong hamstrings/glutes to accomplish this. Truly impressive.
