Well, at the start of the episode, Vadic did make good on her promise to catch Picard's friends/family to use as bait.

I found it interesting that they had James T. Kirk's body along with Admiral Picard's body in the same location as another Genesis device. It makes me wonder why they would want to keep those bodies locked up there.
