So...mysteriously speculative.
Oh, great, the “Occulus” has to resemble a universally-recognized eye, not simply an orb...or, do they distinctly appear as more human-ish eyes, not dissimilar enough to exclude perceptions (no pun intended) of an 'eye' to some xenos? If that were the case, that could be a tangential hint to the origins of the creation of these...gifts from gods.
As though Chaos Undivided cooperated to fashion these 'objects'...or some entity/entities seemingly equivalent to Nurgle, Khorne, Tzeentch and Slaanesh.
“Scarab”-like? Now, not every sentient xenos or biosystem hosting life in 40k's universe is gonna be aware of or familiar with what those are, so that could reduce the number of possibilities as to who made these.
These effects certainly sound like those designed by god-like beings immersed in boredom or malice who would then disperse these among the 'lesser' species of life around the galaxy. Attitude that I've seen commonly depicted in fictional worlds, legends and myths. Your descriptions also give me thoughts and mental imagery of “The Mountains of Madness”, Narrator...quiet the thoughts, ignore the Old Ones. Even considering the physical transformations of the recognized 'tertiary phase', it's still indeterminate if all of this could've been brought about by the Ruinous Powers of the Warp or by some as-yet unnamed, unknown aliens. Plus, I'd planned to avoid comparison, but the aspect of the remains of a destroyed “Halo device infected” coming into physical contact with human cellular tissue and thereby resurrecting is just so much like one of my all-time favorites, “John Carpenter's The Thing” (not certain about the original “TFAW”) that such an included detail could be an homage. Prescription = all of the flamethrowers.
All of these inhuman, anti-human perversions...your additional anecdote of the hive noble was harrowing, GDN. I, too, would appreciate the plumbing of this potentially-rich subject by GW writers, rather than, say, ahem, “the Ironkin” of “The Kin and Kindred”...kinda annoying 😛. OK, I'm done now. Thank you at least, attentive and hard-working Narrator, for your coverage of this intriguing bit of grimdarkly horrific lore. Again: I wish you an awesome and fun trip to WarhammerFest 2023. Have an enjoyable time 'til you return...the Emperor protects!

Imagine an Emperor's Children Chaos Lord that bonds with a Halo Device and degenerates to the point where even Slaanesh is sickened by him (in addition to his actions no longer feeding the Prince but the device), but the powers bestowed by the device easily compensate for the Dark Prince withdrawing his favor.

It should be noted that there is at least one very exceptional case of a Halo Device's progress seemingly halting in the secondary phase of the transformation, allowing the holder of the device to maintain a presence among civilization for at least 110 years, likely longer as the exact date of them acquiring the device was never disclosed. In addition, there is no indication that they were about to enter the tertiary phase any time soon.

However, this case was anything but normal. The holder of the device received it from the one source that has been known to possess the knowledge, the power and the force of will to harness or manipulate the strange and esoteric forces found slithering in the darkest depths of the unknown void and among these cursed stars.

I like to think that they are some ancient and extinct alien's equivalent to eldar soul stones. The aliens store their evil souls in the devices to achieve immortality (and protect their souls from the dark gods) and they "bless" the devices with powers which tempt other beings to use them so that the aliens can live again in their new vessel.

And there many forms has the most interesting lore also it's almost like a certain box from a certain movie I've know that also turns into many shapes and sizes and like

Shifted around by weird people like
a homeless dude that likes to eat

this is the reason why you have to
be aware of buying things or getting things from strange people otherwise you'll get pens in your head and the Halo devices are the best example of that

Maybe these *are* the Yu'vath.
...and then... the artifacts in the Blackstone Fortress game... Throne, the Blackstone Fortress is Yu'vath tech.
