What does that mean? Until everyone is Gaza is dead?

I know it doesn’t mean when all the hostages come home bc he’s denied multiple attempts by Hamas to return the hostages to the dismay and anger of the families of the hostages. His siege has killed so many hostages not to mention 100, 000+ innocent civilians. Where is the winning? We all lose when we support this siege
