For those of who it still might not work for; I had to give full access to the SYSTEM group, not the user group (my user account already had full access). Fixing this solved the problem I had of not being able to install new programs.

it still tells me "Access Denied" when I do this.

sometimes you have to authorize the files inside of the folders before the temps security allows you to give full access
