the time domain of this signal contains delta(t) as one of the function and the second condition of initial value theorem say that it should not contain impulse or higher-order singularities then how you calculate its value??

here we see ð(t) function the condition of initial value theorem says that it should not contain impulse or higher-order singularities at t=0.

Then how you calculate its value??

The initial value theorem can not be applied in this problem because f(0) is undefined or its inverse Laplace having $(t) which is infinity at t=0 so ivt can't be applied.
