I am doing this and it isn't bringing any of my stats up. I open my rucksacks at the bases supply point and it does nothing. What the hell am I doing wrong???

I've got 2 material outposts. It says on the description that I should get +1 material a day per outpost. When I go to the base menu it says +0/day. There's no tutorial so I have no idea what this means. I'm not actually getting +2 material a day. I've had just 5 material for the last 6 days but I own two material outposts that apparently give me +1 each material a day. What am I doing wrong? Is it broken? I don't understand at all.
