The Gratuitous ARP message might be seen as unnecessary, but it is in fact a measure taken by devices on the network to inform other hosts of a change in their ARP mapping. This is because, from the moment a hosts IP address or MAC address changes, its ARP mapping present in the ARP cache tables of connected hosts may become invalid.

I think opcode in the header should be 2 since it's not a request. It's a reply (without any request).
