Chaos & confusion not welcome in this small country. Recreational activities should be carried out in the parks/gym and not on main roads endangering other road users; directly or indirectly.

And another point in favour of cyclists requiring license. Coming from a former cyclist who is not a motorist.
Most motorists would be accommodating of cyclists who respect traffic laws and other road users. Their rage is for those cyclists and motorists who do not.
