The state of Texas allows blue-amber lights on maintenance and construction vehicles.
So why are they using blue lights? As from my current knowledge (from the day of upload): The reason behind blue lights on construction vehicles is quite simple: Flashing blue lights are usually associated with police or emergency services in general. Drivers pay more attention and reduce their speed when they see flashing blue lights. As from my research the goal is to increase the safety of the workers.

Different US states have different laws for the colors of emergency, roadside and construction vehicles. Colorado for example is another state that allows blue lights on multiple non-emergency vehicle types. A few states also allow green lights on certain vehicles.

You are correct in some states like California, Nevada and Utah Road Construction Vehicles cannot have blue and amber mix in texas since the laws are stricter than most states when it comes to vehicle lighting blue and amber is used for road construction, level 3 security and city maintenance inspection workers. Green and amber is for your level 2 security and the city's environmental services. Red and amber is for tow trucks and school buses. Red and white is for EMS and fire. Purple and white is for funeral services Amber and white is for escort services, road construction and security. Blue, white and amber is for your tollway authority. Last of course is red and blue for your law enforcement, city, county and state police.

Road pirates got me last month passed a Jersey Village PD had someone pulled over then comes after me, after he was finished with me proceeds to pull over another car. Each citation is like $400. New law states must slow down or move over I couldn't move over so I slowed down but still stopped me.
