If ShiroTerror was able to destroy an entire world, that means she beat everyone on this list at some point and it probably wasn't even a 1v1 situation either. That's why I think ShiroTerror should be at the top of the list.

Mika's feats are fighting the Arius Squad who were buffed by Sensei (it seems that Sensei increases the fighting capabilities of students when he's near them), and not only that she was able to constantly fight them over and over again over the course of a few hours AND after that she fought a large mimesis army, bigger than the one Hina fights (since its at the Cathedral where most of the Mimesis would spawn) and held out a long time against Barbara who was a Mimesis made to defeat Sensei, all within a span of a few hours without rest. That's my reasoning for why she's stronger than Hina.

As for where Wakamo places I think her best feat that everyone forgets is taking down one of the false sanctums with no one else except some random group of street thugs (basically fodder). Hina had take down the false sanctum with the help of the SRT who are highly capable fighters and Alice who wields a railgun. That's why I think that Wakamo places above Hina.

We all know why Hoshino places above Hina since Hina admits that herself, but the reason why I think Hoshino also places higher than Wakamo and Mika is because of her feats in Volume F. She casually tanked a giant laser beam from Binah which was expected to be strong enough of destroy the average halo (hence why everyone was yelling at her to dodge), and walked it off like it was nothing. Black Suit seems very interested in Hoshino and even calls her one of the strongest mystics in Kivotos. If Hoshino wasn't stronger than Mika, I think Black Suit would've went to Mika since she's more gullible than Hoshino.

I think the list (without including Alice since her placement is a controversial since I'm not sure how strong Key is without a being able to summon in an army and I'm assuming the students can't get outside help in these 1v1s) should be Hina < Mika <= Wakamo < Hoshino < ShiroTerror.

If Saori gets points for being a strategies leader, how can anyone forget Hina's flawless orders every time she appears?

Also, morale buff as the only girl whom sensei has entered her home (afaik).

I'll give you that she's probably better at taking on armies than strong individuals (spread attack, her job rounding up delinquents, etc), but she also hates her job, so most of her appearances is her barely trying.

She has the only student that withold her school alone at one point and can patrol a huge land every night alone.

The fact that we never seen Hoshino actually trying is genuinely scary

Honestly, Hoshino would bodied Mika, since Mika only use brute force, not only Hoshino can sustain absurds amount of damage, she is very skilled in combat even being called a genius.
Mika is definitely strong, but it's all brawns and no brains, while Hoshino is abundant in those two.

Apart from it, it's really hard to categorize some of the characters in the list, since we didn't saw any feat from Hina and Wakamo, but I feel Neru shouldn't be so low on the list after Vol. 2 Chapter 2, she can exponentially grow during combat, and the harder she falls, the stronger she gets up, it almost feels she can challenge anyone and win if she have enough time in the fight.
