In the animated movies, Chip has several brothers and sisters who were also turned into a set of teacups which resemble him (and considering that Chip is the only one who always at the side of his mother, I guess it's possible that Chip is the youngest child). But unfortunately in this live-action movie, Chip doesn't have any siblings. I think it's possible they're scrapped because they are only minor characters and don't have much roles in the animated movie.
