Don’t ask your builder ask the HVAC guy who is doing the work. The builder is just going to call him anyways they don’t know shit.

That soft duct is crap, don’t use it unless you absolutely have to.

I’ve been in hvac for 20 years that flex is not kinked at all
If it was Kinked where air flow was compromised then the inspector probably would have caught it

It doesn't hurt to ask the contractor to put pieces of insulation underneath the hanging straps to prevent kinking and sweating.

That insulated flex duct is trash. It cuts so much cfm per foot it insane. It’s the sign of a subpar contractor and I’d tell that builder to get some actually duct work in there or he could pack his shit and leave. With a knowledge of duct work and some initiative you can hard pipe just about anything. It’ll save money in the long run because it will transfer heated and cooled air more efficiently thus reducing run time. Will probably save thousands over a 30 year period.
