Try installing a camera app which allows manual focus for video recording, and defocusing the screen slightly before starting recording (you can use pinch zoom to see how in-focus the pixels are).
A Pixel 4a supports Open Camera in Camera2 mode, but you cannot record in 60fps (setting Open Camera to 60fps mode silently records in 30 instead).

You should try OBS Studio, Capture Cards, and a Microphone put together to capture footage without the wave thingies on screen.
If you try OBS, DO NOT DOWNLOAD IT FROM A LINK THAT SAYS AD

Moving smoothly because windows automatically set the refresh rate to 75hz? those older 5:4 monitors usually have a refresh rate of 75hz but you never knew because no other os has set it to 75hz by default, always 60. Which is what happened to me with a 5:4 monitor, it always had been 60hz but then one day I found out it also works at 75hz but have to manually set it. You wouldn’t expect a monitor like this to have anything other than 60
