In addition to what has already been said about the color differences, there is another variable to consider: the light is being focused on the black balloon. The light is more dispersed on the clear, more concentrated on the black. This has to do with the focal length of the hand lens. In fact, I bet this is a more important factor  than the color of the balloons.

I think it's because the surface of the black balloon and the surface of the white balloon are different distances apart. The pinpoint of light was focused on the black balloon, and the white balloon was close enough to the magnifying glass for the point of light to not be small enough to focus enough heat on it. Or, maybe it would have popped a few seconds later than the black one if you held it there.

Heat transfers from one place to another place using three methods,
1.Conduction
2.Convection
3.Radiation
We recieve heat energy from sun through radiation. Black colour surfaces are the best radiation absorbers. And also concentrated light rays produced by the lens can travel through the clear (transparent) balloon with a small energy loss . Therefore, the black colour balloon gets heated more than the clear balloon.

the black obsorbes more of the energy from the light than the white/clear. when it hits the black, it creates a lot of heat

I know how this happens!!
Sunlight goes through the clear balloon and anything black attracts heat from sunlight white/clear doesn't attract sunlight therefore it pops the black balloon :)

it's really simple.
the white/see through balloon let's through some of the light and reflects some of it as well, while the black one absorbs all the light and also the white/see through baloon amplifies the light so the black one pops faster

Black absorbs the heat radiation causing it to get hotter than the clear and pop first.
The heat is mainly passed through or reflected of the clear so is therefore not heated as much.

When you use a magnifying glass to focus the sun’s rays into one spot, you create a spot that is incredibly hot. Luckily for the clear balloon, most of the light and its heat pass right through the balloon’s surface. You’ve seen this in action before. When you look through glass windows, a clear drinking cup, or even a pair of glasses, you’re witnessing light passing through a surface. Since the clear balloon is nearly transparent, the same thing happens when it is exposed to light, even in a high concentration. The black balloon isn’t so lucky. When we’re talking about light, black is created by a surface that doesn’t reflect any light… it absorbs almost all of it. This “absence” of reflected light creates the black color we perceive. With a surface absorbing all of that light, it also absorbs the energy. In this case, that energy is heat and a lot of it. The heat absorbed by the black balloon from the focused sunlight quickly causes the bonds of the balloon to weaken until it can no longer contain the air on the inside. The pressure from the air is just too much as it explodes, releasing the air into the clear balloon. Wow!

I think what is happening is when he used the mirror he reflected the light it a way it would hit the balloons the light is hot, since black absorbs heat (making it hotter) it popped from all the pressure and the white didn't pop because white reflects light making it "cooler". This also explaines why when we wear dark shirts in the summer we are hotter than if we wear a white shirt for instance.

The black balloon absorbs more light than the clear one because darker colors reflect less light than clear ones

The focal points on each balloon are different, with the inner balloon having the most concentrated therefore it pops first.

We receive heat energy from the sun by radiation. Black colour surfaces are the best radiation absorber. And also the concentrated light rays produced by the lens can go through the clear(transparent) balloon without heating the clear balloon very much. So, the black colour balloon gets heated more than the clear balloon. Therefore it explodes.

the black ballon is more heat-sensitive (like you're wearing black clothing and you get hot easier) than the clear ballon (like when you're wearing white clothing you keep cool)

The more clear or transparent something is, the less light it's going to absorb. The less light it absorb the less heat it has. I am sure if the balloon was the color white, the balloon stuck inside the white balloon would've not popped at all. You had to used a clear transparent balloon in order for the colored one to pop. It also has to do with the lens focal point. Magnifying glasses (as all kid who grew up playing outside knew) has a point in which it create the most heat. When that light hits the clear balloon, it's focal point isn't as strong as the focal point on the black balloon. Also adding the fact that the balloon was reflective (what I meant by this was a concave mirror on the inside and a convex mirror on the outside). Due to the concave surface light will be more focus on one point. Idk any other way of explaining it.

The clear/white ballon reflects the light and doesnt receive as much energy as the black one which receives way more.

the clear ballon lets the light in (transparent) while the other ballon is black which actually absorbs light and as a resuilt the black ballon will pop while the white one won't

Dark colors tend to absorb more heat than brighter colors.
Therefore the clear balloon was absorbing minimal heat and the black balloon absorbed enough to pop it.

Black absorbs more light, making it more suseptible to popping and becomeing extremely hot, weakening the rubber anf the pressure of the clear baloon presses on it and BAM! Germex. (Dont ask its a thing with my friends)

Kids stuff.
Black absorbs the sunlight better than white.
You can do the same with a black and a white stone and put them on snow and see wich one melts the snow the fastest.

Because white/clear things made the light bounce ..and black/dark things absorbs the light and heat .. thats why we use dark clothes in winter.. to absorb heat.. and lighter clothes in summer to stay fresh .. "suppostly"
