In theory, that monochrome spinda is the rarest recorded pokemon

Explenation:
Spinda has around 5 billion patterns, wich makes each one really rare.
Shiny Spinda being even rarer.But monochrome pokemon were probably
even rarer.That monochrome spinda is (most likely) the only recorded spinda.
And scinse monochrome pokemon are not in X/Y anymore, that spinda is the rarest recorded pokemon.

Since no one has addressed it yet how these probably happen is when the model loads it will load first the skeleton (which runs the animations) then the outside polygons (the skin, if you will), the outline effects, the model shading texture*, and then the color texture*. If I had to guess, the two step texture was bugged.

Instead of the more traditional 'single texture for one model that includes the shading' they opted to have colors applied after a shader put on a greyscale mask. This allows for the shading to look more cartoony. Basically without the mask, the Pikachu would be a uniform yellow, and it's cheeks bright red. With it, it looks nice and rounded and it's cheeks a darker red.

For whatever reason the step to add the color texture was skipped in this Pokémon, leaving them in Grey scale over a blank canvas thay is likely set as a default.

Alternatively, that default was also buggy and sometimes didn't even load, applying another texture entirely without any shaders. So yeah, probably just a bad call in the code that broke in certain circumstances where you would have a Pokémon that was neither shiny nor normal, but just missing the color completely.

You can still somehow get them with using buggy roms apparently, but they can also affect the trainers turning them into a mutated abomination of gray and black with some non human resembling creatures at that point

Honestly I love the idea of this and think it should be official.
The monochrome reminds me of the colourless Gen 1 games, would be neat if perhaps Kanto Pokemon had this as a form rarer than a Shiny form
