How is a person supposed to know if someone is illegally using a placard? Not all "handicaps" are equally visible.

They should be cracking down on Obstruction of plates...more and more people I see with special plastic that if they run a red light camera will not identify plate number...scratching some of the plate letters or numbers so plate will not be able to be identyfied some even very dark plastic????...All that equal BIG REVENUE for State Police...Daily I see these vehicles passing redlights speeding driving careless like if they own the road...
