Among the huge amount of content cut from Fallout 4 was Vault 120, which was going to be an underwater shelter. It was going to have a mini boss which was going to be a giant intelligent octopus that controlled other smaller octopuses with the ability to walk. There was also the idea that these "dolphins" would be enemies in the game, but it was discarded in the end. This short explains why it was probably a good idea.

They’ve had enough time to release some decent dlc for this game to sharpen it about and add depth to it and could’ve made millions more but just didn’t and decided to start from scratch on a bunch of mid games nobody likes. I mean imagine if they released a dlc giving you a real reason and tools to explore the ocean. And that’s just scratching the surface

Interestingly enough, in the Fallout Tabletop RPG game named "The Winter of Atom, " it is confirmed that there are indeed Giant Mutant Squid in the waters around Boston...

Set one year before Fallout 4 (~2286), the players can happen upon a story of The Minutemen fending off an attack by a giant 26-TENTACLE mutant squid monster!

So this, and the story of "Ol' Peg, " an alleged "Ghoulified Sperm/Blue Whale, " both serve as proof that the oceans of Fallout are not as empty as one would think...

I wish they had an on the water all out game, like u would be an outcast a drift near an island chain you would tacvel across the islands, go out to sea to communities of man made islands made from junk, old boats and oil rigs then have underwater power armor to fight these kinds of creatures and u travel buy boat ad u can customize it
