Hi, Greg! I was looking for this while ago. When I was a student in 80's, we were presented this structure as a modal verb "to be to+v". In real life I met this in my duties and responsibilities when I got hired. Today reading the Bible, I see this a lot when God speaks.

Thanks! Very well explained! I ran into that construction in some grammar books but most of them provide a limited number of use cases for it and they are only about the arrangements most of the time. Using that when describing expectations is a great way to communicate formally. So now I am to embody this new grammar construction! :-)
