For context the pass back rule were not added because of Denmark. The rule was set to go into motion in 1992 right after the euros. It was because of the World Cup in 1990 where the tactic sparked controversy.

That's a false narrative in every aspect. The mood in the squad was very good at that time, and Denmark didn't do backpasses to any particular extent compared with other teams. The rule change after Euro 92 was decided upon long before the tournament started. It has nothing to do with Denmark. And even kn the finale against Germany Denmark did not spend a lot of time on backpasses. The real game to change the backpass rule was Ireland Egypt in the world cup 1990 in Italy.
And finally, Richard Møller Nielsen wasn't all that defensive minded compared with what is normal today. Denmark played a 3-4-1-1-1 (3-5-2 or 3-6-1) and played rather offensively in all the matches except the finale - due to the many injuries in the semifinale against the Dutch. Richard Møller Nielsen was only defensive in comparison with Sepp Piontek and the famous 80'es team.

Sometimes it takes a team to blatantly abuse a loophole like this, for the rules to finally be changed. It's not like it was a new rule, and this was being abused all the time, just not on the same scale.
Good thing Denmark did this so the rules were changed.
