I’ll clarify one thing for all the TDS players that may misinterpret what fire rate means:

Fire rate is the amount of shots a tower can execute in a certain amount of time, generally given in shots per minute. In our case, since we have to work with equal units, we use seconds, as it is the unit TDS uses for giving the time a tower takes to execute a shot after just executing one, also called "cicle". In other words, the time between shots or cooldown for executing another shot.

Hence, the formula of the fire rate (in shots per minute) of a tower would be 60 (since a minute is 60 seconds) divided by the CICLE we see in the tower stats.

For instance, if the time of a lvl 0 scout’s cicle is 1 second (idk if this is actually true), his fire rate in shots per minute would be 60 (60/1).

IN CONCLUSION:
When our towers get debuffed by, for example, Patient Zero; their CICLE is increased (more cooldown between shots) and, as a result, their FIRE RATE is decreased, since we are dividing by a bigger number. So yeah, commander increases fire rate, the opposite of what another youtuber stated.
